Impossible to disable the "Missing Cloud ProjectID" warning which appears when the machine is offline
Reproduction steps:
# Create new project
# Add ProjectID in Services along with enabling Cloud Diagnostics (Edit > Project Settings… > Services)
# Enter Play mode then quit it
# Turn off the internet connection on a working machine
# Enter Play mode then quit it
# Build And Run the project (File > Build And Run)
# Observe the build process
Expected result: Build finished without any errors
Actual result: “Missing Project ID“ warning pops up
Reproducible with: 2020.3.40f1, 2021.3.10f1, 2022.1.17f1, 2022.2.0b8, 2023.1.0a11
Reproducible on: Intel MacOS 11.6.8
