Importing FBX with custom FPS defaults the FPS to 12.5
Steps to reproduce:
1. Download attached fbx file
2. Import it to a new project
3. Check the FPS count in the animations tab of the import
Expected result: 39 fps
Actual result: 12.5 fps
Reproduced on 2017.1.0a1, 2017.1.0b7, 2017.2.0a1
Not reproduced on 5.6.1p1
Verified as FIXED in 2017.2.0a3, 2018.1.0b3
