Importer(PrefabImporter) and Importer(FBXImporter) generates inconsistent results

Importer(PrefabImporter) and Importer(FBXImporter) generates inconsistent results in this project. It is somehow related to HDRP

How can we reproduce it using the example you attached
1 Open attached project
2 Open Prefabs->Buildings folder and RMB->Reimport on one of the prefabs
3 Open Models->Buildings folder and RMB->Reimport on one of the .fbx models

Actual Results: after steps 2 and 3 the appropriate warningd appear in the Console:
"Importer(PrefabImporter) generated inconsistent result for asset(guid:1d0aee27deb036444829b22bc0242535) "Assets/Prefabs/Buildings/pf_build_barracks_01.prefab""

"Importer(FBXImporter) generated inconsistent result for asset(guid:fcdfed3146ad63b4e95278d7959d5317) "Assets/Models/Buildings/build_barracks_01.fbx""

    I'm getting this error message in Unity 2022.3.6f1 LTS, but I still don't really know how to reproduce, it happens when I reimport a FBX model.

    I have this issue in 2022.1.24. An FBX gets imported as ANOTHER FBX and I get this warning (e.g I edit the streetlight FBX but then it becomes a wooden pole and messes everything till I reimport it)

    This warning appears for me as well in 2022.2.6f1. I am not event sure what it means, or if it is a problem.

    We have this bug in 2021.3.7f1
