ImportAsset with ImportAssetOptions.ForceUpdate in an InitializeOnLoadMethod doesn't trigger a reimport of the asset
How to reproduce:
1. Open the user's attached project "ZD_1209163_Initialize.zip"
2. Observe the Console window
Expected result: Animation asset is reimported noted by PostProcessor message in Console
Actual result: Reimport of animation asset does not happen (no PostProcessor message in Console)
Reproducible with: 2019.4.37f1, 2020.3.32f1
Not reproducible with: 2020.3.33f1, 2021.2.19f1, 2022.1.0b15, 2022.2.0a9
Note: Pressing Play or "Test" > "Run Import" will trigger the reimport
