IMGUI's EditorGUI.IntSlider causes a StackOverflow and crashes after a few seconds
How to reproduce:
1. Open attached project "New Unity Project.zip"
2. In the Editor select Window -> IntSliderIssue
3. Observe the Console window
Expected result: the Editor is not slow and does not crash
Actual result: the Editor is slow and after about 1-10 seconds crashes
Reproducible with: 2019.3.0a6
Not reproducible with: 2017.4.29f1, 2018.4.2f1, 2019.1.6f1, 2019.2.0b6, 2019.3.0a5

I'm seeing this in 2019.3.0a7
