[IMGUI] Vertical scrollbar is not available for frame debugger when it is docked
Vertical scrollbar is not available for frame debugger when it is docked. Refer the attached screenshot.
Steps to reproduce:
1) Create a new project
2) Window > Analysis > Frame Debugger
3) Dock the frame debugger window > Hide the window so that it may need a vertical scrollbar to view the window.
Actual result: Vertical Scrollbar is missing and the information of the window remains hidden.
Expected result: Vertical scrollbar is available.
Occurring in: 2019.3.0a11, 2019.2.0f1, 2019.1.0f1, 2018.3.9f1
Environment: Both Windows and Mac.
