[IMGUI] Tooltip is missing for the Grid snapping icon in the toolbar
In the toolbar Grid snapping icon tooltip is missing, refer attached video
Steps to Repro:
1. Create a new Project
2. Hover mouse on Grid snapping icon
Actual Result: Tooltip is missing for Grid snapping icon
Expected Result: The tooltip appears when the mouse has hovered on the Grid snapping icon
Reproducible in: 2021.1.0a9,2021.1.0a1
Working fine on: 2020.2.0f1, 2020.1.17f1, 2019.4.16f1
Environment: Windows, Mac, and Ubuntu

Resolution Note (fix version 2021.1):
Grid snapping icon is enabled only when scene is in 3D view. If scene is in 2D View, Grid snapping icon is disabled and tooltip will not appear
