Add Component Border is overlapping with Sprites-Default icon when increasing the height of Console Window
Steps to Reproduce:
1. Create a new Project
2. Hierarchy > right-click > 2D > Sprite
3. Select Sprite in Hierarchy > Inspector > Add Component > Character Controller
4. Remove Character Controller
5. Increase the height of Console Window
Expected Result: Console Window height should increase and shouldn't have any impact on Sprites
Actual Result: Add Component Window's border is overlapping on the Sprites-Default icon
Reproducible on: 2019.3.0a9, 2019.3.0a8, 2019.3.0a5, 2019.3.0a1
Environment: Mac10.14 and Windows 10
