[ImageEffects] SSR Max Distance creates artifacts from Sky/BG when set at high value
SSR creates artifacts from skybox/background when max distance is set to a very high value.
Repro Steps:
1) Open attached project and scene "FunctionMain"
2) Observe artifacts
3) Change Max Distance to 0 and observe lack of artifacting (in this example artifacts appear ~600)

Ok, I'm still getting this in 5.4
