Image Effect is not showed in scene view in 2017.1

Open project
Expected: scene and game views should look similar
Actual: in scene view image effect is not visible
Reproducible on: any 2017.1.0
Not reproducible: 5.5.3p4, 5.6.1p2, 2017.2.0a2
