[Windows7] WebGL build fails

Reproduction steps:
1. Create a new project on Windows 7 machine.
2. Build to WebGL.
- "Failed running .. il2cpp.exe"(Screenshot attached)

Reproduced with:
2017.1.0b10 - Windows 7

Not reproducible with:
2017.1.0b10 - Windows 10
5.6.1f1 - Windows 7

    Still got this issue on Unity 2017.2.0f3, Windows 10...

    Correction - this IS seemingly fixed in Unity 2017.1.1f1 - however, attempting a build if your project path or resources contains certain characters will cause it to break. By copying my project to a very basic path of, say, 'C:\UnityProjects\MyProject', I was able to create a WebGL build.

    Previously, my project path contained spaces a comma (,) and an ampersand (&). I haven't tested which of these introduced the problem, but temporarily copying or moving my project to a simplified path location in order to create a build is not a huge problem.

    I'm not sure if the fix in review has been applied to the latest release (presumably not), but the issue still exists in version 2017.1.1f1.
