[IL2CPP] The symbols archive that is generated alongside the built APK is always empty
Steps to reproduce:
1. Open any project
2. Build for android using Scripting backend IL2CPP in player settings
3. Symbols file generated next to build is empty
Expected: The zip contains symbols files for the apk debugging
Actual: The zip archive is empty
Reproduced on: 5.6.3p4, 2017.1.1p3 , 2017.2.0f2, 2017.3.0a1, 2017.3.0a2
Not reproducible on: 2017.3.0b2, 2017.3.0a4, 2017.3.0a3
Note: 5.5.4p5 would not generate zip archive next to build

Hi there,
Im using unity 5.3.4f1 to build my android project, after finished the build, i got apk file size 100mb, and dont have any .symbols.zip file
now i update unity to 2017.1.1 and after build, i got apk file size 57mb, and the .symbols.zip file generated next to build. So what is the use of that file? and is my apk file size normally?
