[FixInGit1.4] If publish fails or editor restarts, file changes on subsequent publish are not uploaded

If Collab publish fails, or editor restarts, moved files which also have content changes never publish the content changes

Steps to reproduce:

1. Create a new Unity project
2. Create a C# script
3. Use the Start Now button in Collab Toolbar
4. Publish your new script (should be successful)
5. Create a new folder
6. Edit your script with a comment or something
7. Move the script into the folder
8. Quit Unity
9. Restart Unity
10. Open the same project (your changes should still be waiting to publish)
11. Publish the changes
12. Go to the developer dashboard and get the script file or open the project from the cloud.
13. You will notice that the script is in the right place, but your changes were never uploaded.

    Sadly I found out about this the hard way. Lost a day worth of work thanks to this issue. Changes made to a file after that are not being uploaded either. Published changes several times during the day and only the move action was uploaded.
