Reproduction steps:
1. Install Visual Studio 2019
2. Open Visual Studio 2019 and close it
3. Open Unity Hub and install any Unity Version
4. Open Visual Studio 2019

Still happens in hub 2.1.0. Installed 2019.1.14 from Hub, on next restart of visual studio got the error message about missing Mono Framework 6 or above.
