[Hub] Import popup window doesn't show when double clicking on unitypackage if Hub is installed
Opening a unitypackage from Explorer/Finder doesn't show the import popup window after creating/opening a project from Hub

Steps to reproduce:
1. Have Hub installed
2. Close any open instances of Unity
3. Open any unitypackage file
4. When Hub opens, create/load a project
Actual result:
Import unitypackage popup window is not shown when project is loaded
Expected result:
Import unitypackage popup window is shown when project is loaded
