[Hub] Age verification window pops up when creating a new project without a valid license
How to reproduce:
1. Open Unity Hub
2. Open the License Management section by clicking on your profile icon > Manage license
3. Make sure that there are no active licenses registered
4. Go back to the Projects tab
5. Click NEW
6. Select 3D Template and then click CREATE
Expected results: a warning message that there are no valid licenses is displayed
Actual results: Age verification for LEGO Microgame window appears
Reproducible with: Hub 2.4.0
Notes:
-This issue reproduces on Windows, macOS, and Ubuntu 18.04
-This issue reproduces with 2D, 3D, High Definition RP, and Universal Render Pipeline Templates
-This issue doesn't reproduce if a valid license is activated but the user is signed out
-The issue reproduces when trying to create a new project with an editor that doesn't exist or Hub has an invalid path to it

Happens here too. When I try to launch a new 2D project (and nothing else) it asks me for my age, I do not own any licenses

This happens to me but I DO have a valid license. I'm trying to get a Universal Render Pipeline project set up and it keeps popping. Even after filling out the form and submitting it, it continues to pop up.
