[Shortcut Manager] Hotkeys are not ignored even when Game View is focused in Play mode
To reproduce:
1. Open any project
2. Enter Play mode
3. Try using hotkeys (example: Q,F,E)
Expected: hotkeys are ignored when in Play mode
Actual: hotkeys are usable even when Scene view is focused in Play mode
Reproduced in: 2018.3.0a9, 2018.3.0a10
Not reproduced in: 2017.2.3p4, 2017.4.10f1, 2018.1.9f2, 2018.2.6f1, 2018.3.0a8

Hey, I don't think this is fixed, because I still can't use ctrl + 1~2 series. I think Unity should provide ways to change shortcut to hotkeys. Ctrl + numbers are important keys for strategy games.
