[HostMigration] New clients are not involved into a host migration procedure
Regression from Version 5.3.0b4 (464ebe2ac4ad)
1. Open attached project and build for standalone
2. Run three instances (one host and two clients)
3. Stop the host
==>
Host migrated to another machine
4. Connect old host or a new client
5. Lost a host again
==>
Only the client that was active before the first host migration action is migrated the second time
All new clients are not involved in the host migration procedure
