[HLAPI] NetworkTransformChild and NetworkTransform inconsistency in interpolation factoring
Steps to reproduce:
1. Open attached project
2. Connect two instances (Host and Client)
- NetworkTransform and NetworkTransformChild interpolation factor is 0
Expected: both cubes rotating (local is smooth and another one "teleporting" rotation)
Actual: non-local cube is "stuck" and not rotating
Expected: 5.4.0f1, 5.3.0f4
