[HLAPI][NetworkTransform] setting rotationSyncCompression is not synced between clients
Steps to reproduce:
1. open attached "UNET.zip" project
2. build and run
3. play two instances (can be editor)
4. host and connect
Actual behavior: on both clients one of the cubes is having issues syncing rotation
Expected behavior: after rotationSyncCompression is set to a value it is then synced to all clients
Reproduced: 5.1.5f1, 5.4.0f2
