[HLAPI] Declaring Command function without prefix throws compile time error that can be cleared
Steps to reproduce:
1. open attached project
2. notice there are compile time errors
3. clear console
4. try to play scene -> can't because of "invisible error"
Expected: user should not be able to clear it just like any other compile time error
- Some of the users clear console after compilation automatically by script to avoid Obsolete messages or assertions bugs
- To others that don't it makes it quite difficult to find which error exactly is the root cause in big projects
