High resolution Terrain painting cannot be undone and throws "Failed to create Object Undo,because the action is too large"error

How to reproduce:
1. Open the attached owncloud project ("Debug_Terrain.zip")
2. Try to paint onto the terrain
3. Observe the console
4. Try to undo the newly painted changes

Expected result: the textures can be undone without any issues and no errors are thrown in the console
Actual result: the textures are painted correctly but cannot be undone, the editor also throws the ""Failed to create Object Undo, because the action is too large. Clearing undo buffer UnityEngine.GUIUtility : ProcessEvent(Int32, IntPtr)" error

Reproduced in: 2019.2.0a6, 2019.1.0b4, 2018.3.7f1
Not reproducible in: 2017.4.21f1

    Same issue on 2019.4.11f1 Terrain is 1803x1443 Control texture is 4096x4096. If I drop CT to 2048x2048 it doesn't occur.
