[Hierarchy] Order is not saved when scene is reloaded/started
Repro steps:
1) Open the project and test1 scene
2) Change the Divider position in Hierarchy window and save the scene
3) Play the scene and notice that the change in Hierarchy was undone
Regression after 5.1.4f1

Im using unity 2022.1.14f1 and the objects in the hierarchy change their places , this start when i use the "trick" of write R(1,12) in the transform position propertys, i dont know if its related.

Not Fixed in 2017.3.0f3... Can be annoying for UI, a workaround : just break the prefab.

2017.2.1p4: Prefabs still don't store a change in hierarchy.
