[HiDPI] Tooltips rendering at the incorrect position when the editor is placed between the 4k and regular monitor
Tooltips rendering at the incorrect position when the editor is placed between the 4k and the regular monitor and both monitors set to the different scale factor.
Precondition:
1. Go to display settings of the monitor and set the 4K monitor scale to 200% or 175% or 150% and regular monitor scale to 100% or vice versa.
2. Consider Regular monitor is on the left side and 4K monitor on right.
Steps to reproduce:
1. Create a new project.
2. Dock unity to the 4K monitor.
3. Click on Camera game object.
4. Undock Unity and move it between the 4k and regular monitor, keep most of the Editor on the regular monitor and keep the inspector window part of the Editor on the 4K monitor.
5. Hover over Clear Flags property.
