Hidden Overlays are reappearing after relaunching the Unity Editor
How to reproduce:
1. Open the project “Overlays” or create a new one
2. Hide the Overlays in the Scene View by unchecking the Overlay field in the Overlay Menu
3. Reopen the Editor
4. Observe the Scene View
Expected result: The Overlays stay hidden
Actual result: The Overlays reappeared
Reproduced with: 2021.3.12f1, 2022.1.23f1, 2022.2.0b15, 2023.1.0a19
Couldn’t test with: 2020.3.41f1 (There is no Overlays Menu)
Reproduced on: Windows 11 Pro
Note: Not reproducible if you hide all Overlays one by one manually or hide only a few of them
