Headers in the Inspector are duplicated when using HeaderAttribute
Reproduction steps:
1. Open the attached ‘UIToolkitBug' project
2. Open the 'Scene'
3. Select the 'Bug' GameObject and observe it in the Inspector
Expected result: Every header is displayed once
Actual result: 'A’ and 'B’ headers are duplicated
Reproducible with: 2022.2.0a14, 2022.2.0a18, 2023.1.0a1
Not reproducible with: 2021.3.4f1, 2022.1.4f1, 2022.2.0a13
Could not test with: 2020.3.35f1 (Console errors)
Reproduced on: macOS 11.6 (Intel)
