[HDRP] XRSystem has compiler errors on non-XR platforms
Non-XR platforms cause an error to appear when using HDRP
Reproduction Steps:
1. Open the attached project for a non-XR platform
2. Observe the error: XRSystem.cs, line 146: The name 'CreateLayoutFromXrSdk' does not exist in the current context
Reproducible in version 2020.1.0a14, package version 8.0.0.
Not reproducible in package version 7.1.5.
