HDRP Welcome Page in the Inspector doesn't change the font color when changing the Editor Theme
How to reproduce:
1. Create a new empty or sample HDRP project
2. Lock the HDRP Welcome Page in the Inspector
3. Click Preferences → General → Editor Theme and change it to the opposite of the current Theme
4. Observe the HDRP Welcome Page
Expected result: The Font color on the Welcome Page has changed accordingly to the theme (Dark Theme - Font white, Light Theme - Font black)
Actual result: The Font color on the Welcome page hasn’t changed
Reproducible with: 2021.3.28f1, 2022.3.5f1, 2023.1.3f1, 2023.2.0a23
Reproducible on: Windows 11 Pro
Notes:
-Reproducible with the both Themes
-Restarting the Editor fixes the issue
