[HDRP] Visuals artifacts on certain Windows when Direct3D12 is used
How to reproduce:
1. Create a new HDRP Project
2. Switch your Graphics API to Direct3D12
3. Go to Help -> About Unity
4. Observe the Window
Expected result: the window has a white/gray background depending on the skin used
Actual result: the window has a background littered with coloured graphic artifacts
Reproduced with: HDRP version: 5.16.0; 5.7.2 (the versions are used in 2019.1 branch only)
Not reproducible with: HDRP version: 6.7.1; 5.2.3; 4.1.0
