[HDRP] upperHemisphereLuxValue always return 1 despite which HDRI Texture is set and what's displayed in the Inspector
How to reproduce:
1. Open the user's attached "SkyBug" project
2. Open the "HDRISkyBug" Scene
3. Select the "Sky Volume" GameObject in the Hierarchy
4. Select any "Volume (Component) -> HDRI Sky" HDRI Texture in the Inspector
Expected result: upperHemisphereLuxValue value changes depending on which HDRI Texture is selected
Actual result: upperHemisphereLuxValue always return 1 despite which HDRI Texture is set. The proper value is displayed in the "HDRI Sky Override" in the Inspector
Reproducible with: 7.7.1 (2019.4.36f1), 10.8.1 (2020.3.31f1), 12.1.6 (2021.2.16f1), 13.1.7 (2022.1.0b12), 14.0.1 (2022.2.0a8)
