[HDRP] Scene is rebaked repeatedly when Auto Generate Lighting is turned on
How to reproduce:
1. Create a new Unity project with an HDRP template
2. Open Window > Rendering > Lighting settings
3. Turn on Auto Generate Lighting
Expected result: Light is generated once when no changes are made to the scene
Actual result: the Scene lighting does not stop baking
Reproducible with: 2019.4.29f1
Not reproducible with: 2018.4.35f1, 2019.4.28f1, 2020.3.14f1, 2021.1.15f1, 2021.2.0b3, 2022.1.0a2
Notes:
- Could not reproduce on URP or a regular rendering pipeline
- Issue is reproducible on Windows and macOS
- Tested on the same HDRP package version (7.7.0) between 2019.4.28f1 and 2019.4.29f1
