[HDRP] There's a line in the Camera Preview window when fog is enabled and the Camera is at or higher than Fog Base Height
How to reproduce:
1. Open the user's attached "Fog Test" project
2. Open the "Fog" Scene
3. In the Hierarchy select the "Main Camera" GameObejct
4. Observe the Camera Preview in the Scene view
Expected results: There's no line
Actual results: There's a line in the middle of the preview
Reproducible with: 7.6.0 (2019.4.24f1), 10.4.0 (2020.3.5f1), 11.0.0 (2021.1.4f1), 12.0.0 (2021.2.0a14)
Could not test with: 2018.4 because HDRP was not yet introduced
