[HDRP] Texture 2D Atlas size and Tonemapping is not updated when upgrading template from 7.1.8 to 7.2.0
Steps to reproduce:
1. Create a new template project in 2019.3.1f1
2. Go to Window -> Package Manager and upgrade HDRP to 7.2.0
3. After upgrade the following errors occur:
"No more space in the 2D Cookie Texture Atlas. To solve this issue, increase the resolution of the cookie atlas in the HDRP settings.
UnityEngine.GUIUtility:ProcessEvent(Int32, IntPtr)
Expected result: upgrading the project to 7.2.0 should upgrade Texture 2D Atlas to the correct size
