HDRP Terrain details are not lit correctly when Light Layers are enabled
How to reproduce:
1. Open the attached project (HDRP_Terrain_LightLayer_Bug.zip)
2. Open scene OutdoorsScene
3. Go to Edit -> Project Settings -> Graphics -> HDRP Global Settings
4. Under Frame Settings (Default Values) -> Camera -> Lighting, disable Light Layers
5. Observe the appearance of the grass in the Scene view
6. Repeat step 3 and enable Light Layers
7. Observe the appearance of the grass in the Scene view
Expected result: the terrain is lit evenly regardless of Light Layers setting
Actual result: the terrain is lit unevenly and unnaturally when Light Layers are enabled
Reproducible with: 12.1.4 (2021.2.11f1)
Not reproducible with: 13.0.0 (2022.1.0a11), 13.1.5 (2022.1.0b7), 14.0.0 (2022.2.0a3)
Could not test with: 7.7.1 (2019.4.36f1), 10.8.1 (2020.3.28f1) (TerrainTools errors)
