[HDRP] Sprite Mask shading mode rendered wireframe does not match actual position and rotation of objects
Steps to reproduce:
1. Create a new HDRP project
2. Select "Example Assets" in the Hierarchy
3. Switch to "Sprite Mask" shading mode in Scene View
4. Move/rotate the camera around
Expected result: Wireframe position is placed correctly in the World Space
Actual result: Wireframe position is incorrectly placed and is relative to the Camera
Reproduced in: HDRP 4.1.0-preview (2018.4.16f1), HDRP 6.9.0-preview (2019.2.20f1) ,HDRP 7.1.7 (2019.3.0f6), HDRP 7.1.8 (2020.1.0a22)
Cannot test with: 2017.4.36f1 (No HDRP)
