[HDRP] wait backport - RenderTexture is not present in player when RenderTexture's color format is set to R8G8B8A8_UNORM
How to reproduce:
1. Open the attached 'RenderTexture Bug Project.zip' project
2. Open 'SampleScene' Scene
3. Observe that the RenderTexture is present in the Game View
4. Build for Standalone
Expected result: RenderTexture is present in player
Actual result: RenderTexture disappears in player
Reproducible with: 9.0.0-preview.13, 9.0.0-preview.33(2020.1.1f1,2020.2.0a18)
Not reproducible with: 4.1.0(2018.4.26f1), 7.4.1(2019.4.6f1), 8.1.0(2020.2.0a18), 8.2.0(2020.1.1f1)

- Reproducible with Mono and IL2CPP scripting backends
- Sometimes when project is built, RenderTexture also disappears in Editor
