[HDRP] RenderLoop.Prepare takes up a lot of CPU
Reproduction steps:
1. Download and open the attached "HDRP BUG" project
2. Enter "Play" mode
3. In the menu bar, press "Window" > "Analysis" > "Profiler"
4. Capture a frame and observe the results
Expected result: RenderLoop.Prepare does not take up a lot of CPU
Actual result: RenderLoop.Prepare takes up a lot of CPU
Reproducible with: 2021.2.0b10 (12.1.0), 2021.2.0b17 (12.1.0), 2022.1.0a13 (12.3.0)
Not reproducible with: 2019.4, 2020.3, 2021.1, 2021.2.0b9
