[HDRP] [Render Pipeline Debug] Color Picker UI not following the cursor
Versions tested 2019.3.0f1 + 7.1.5, 7.1.6
Steps to reproduce:
1) Create a new HD template project
2) Go to Window->Render Pipeline->Render Pipeline Debug->Rendering->Color Picker
3) Set Debug Mode to byte4
4) Move mouse cursor anywhere in the editor 3D view
Result: Color picker not being updated properly every frame. UI follow the cursor when mouse is clicked or it leaves the window area.
Expected result: UI should seamlessly follow the cursor.
Happens in both 7.1.5 and 7.1.6
