[HDRP] Reflection probes contain sky reflection even when baked inside occluded geometry
Steps to reproduce:
1. Download the attached project and open TestScene01
2. In the Hierarchy panel, select the Reflection Probe game object
3. Either bake the scene lighting, or bake that single reflection probe
4. Notice that reflection probe contains sky reflection, despite the fact that it is placed inside of the static geometry
Notes:
- Does not affect built-in render pipeline and LWRP
- Tested on 2019.2.0a5 and 2019.2.0a6
- Tested using HDRP package 5.2.3-preview
