[HDRP] Ray Tracing in Global Settings can be toggled on regardless if Ray Tracing is turned on in the HDRP Asset
Steps to reproduce:
# Create an empty HDRP project
# In the HDRP Asset that is active, make sure Realtime Raytracing is toggled off
# Navigate to Project Settings -> Graphics -> HDRP Global Settings -> Frame Settings -> Rendering
# Toggle Ray Tracing on
Expected result: Ray Tracing setting in Global Settings should be greyed out or there should be a warning notifying users about Realtime Raytracing being off in the HDRP Asset
Actual result: the Ray Tracing setting can be toggled on or off without feedback in the Console or clarity about Ray Tracing being off in the project
