[HDRP] [PS4] Mesh decals rendered incorrectly
Versions tested: 2020.2.0a9 + 9.0.0
Steps to reproduce:
1) Open attached project or create a new one with mesh decals in it (Simply create an HDRP/Decal material and apply it directly to a 3D object)
2) Build and run on PS4
3) Observe that mesh decals have empty tiles in them
Expected results: should not have those gaps.
Note: Happens both on default shader and SG master node. Regular decals are fine.
