[HDRP] PRB Accumulation does not work when SSR for Transparents is enabled

Package: Scriptable Render Pipeline HD


Repro steps :
- Open attached project
- Open SampleScene
- Take a look at the reflection in the checker floor (in game view)
- Select the volume and in the SSR override, compare that the result is different in Approximation and PBR Accumulation
- Select PBR Accumulation
- Now Select your camera and in the custom frame setting enable SSR on transparents under lighting tab

Expected : Nothing should happen
Result : The SSR fallback on Approximation algorithm eventhough both objects are opaque (no transparent involved)

- Windows 10
- Unity 2021.2.0a5
- HDRP 12.0.0
