[HDRP] On enable shadow update does not work as intended
1) Light an object with a spotlight
2) Enable shadows
3) Set shadows to update on enable
4) Move the object that is casting the shadow (if didnt repro, disable and enable the light again while its on enable. Repeat this step)
Expected: Shadow does not change
Actual: the shadow is updated for a few frames and then becomes stationary. See video
Note: Im not sure who would use this feature so this could be very low priority
