[HDRP] Objects with Atmospheric Scattering have a yellow tint instead of a blue tint when viewed from afar
Reproduction steps:
1. Open the attached "HDRP TEST" project
2. Open "Assets/OutdoorsScene" scene
3. Observe the Game View
Expected results: The "Plane" GameObject has a blue tint
Actual results: The "Plane" GameObject has a yellow tint
Reproducible in: 2023.3.0b3
Could not test with: 2021.3.34f1, 2022.3.17f1, 2023.2.4f1 (Feature missing)
Reproducible on: Windows 11 Pro
Not reproducible on: No other environments tested
