[HDRP] Noisy top shadows when using 'High' Filtering Quality with Tesselated Meshes (Lit Tesselation)
Reproduction steps:
1. Open the user's attached project "tessTest.zip"
2. Through Scene view look at shadows of "Plane", "Plane (1)", or "Plane (2)" (make sure you are viewing it from the front)
Expected result: All shadows are more or less solid (just like in real life)
Actual result: Top shadows are grainy/noisy
Reproducible with: 12.1.1 (2021.2.4f1), 13.1.7 (2022.1.0b11), 14.0.0 (2022.2.0a7)
Could not test with: 7.7.1 (2019.4.36f1), 10.8.1 (2020.3.31f1), 11.0.0 (2021.1.28f1), 12.1.0 (2021.2.0f1) (Broken textures when downgrading/remaking project)
Workaround - Setting "HDRP High Fidelity.asset" (in Assets > Settings) Filtering Quality (in Lighting > Shadows) to Low or Medium

Latest issues
