[HDRP] Maximum Decals on Screen not working as expected
Versions tested: 2020.1.0a8 + HDRP 8.0.0/Staging
Steps to reproduce:
1) Open attached project, "SSR" scene
2) Select HDRP asset "3" (or any other asset that is assigned to the current quality level)
3) Set Maximum Decals On Screen to 1
4) Observe that all decals are still visible
Expected behaviour: decals should disappear
