HDRP High (PCSS) Shadow Filtering has an unexpected interaction with "QualitySettings.shadowNearPlaneOffset"
Reproduction steps:
1. Open the attached "repro_IN-49689.zip" project
2. Open the "OutdoorsScene" Scene
3. Enter the Play Mode
4. In the Game view, drag the slider value to 10
Expected result: Shadow artifacts don't appear near shadow cascade boundaries
Actual result: Shadow artifacts appear near shadow cascade boundaries
Reproduced with: 2021.3.29f1, 2022.3.7f1, 2023.1.8f1, 2023.2.0a10
Not reproduced with: 2023.2.0a20, 2023.2.0b4
Couldn’t test with: 2023.2.0a11-2023.2.0a19 (QualitySettings.shadowNearPlaneOffset functionality is disabled by default when launching the Editor, so the reproduction script doesn’t work - the slider in the Play Mode doesn’t do anything)

Resolution Note:
Hi, we have solved the issue for 23.2 and 23.3 with a large change. For older version it will require a different fix but we are now low and resources and thus need to deprioritise this one. If it is important for you please re-open.
