[HDRP] High exposure on UI causes image tearing
Steps to reproduce:
1. Open attached project
2. Make sure you are in "BasicFunctionality" scene
3. Select "Post Processing Settings" game object and increase the exposure
4. Observe that UI panel produces tearing issues
Expected result: High exposure on UI should not cause image tearing
Reproduced in: 2019.3.0a3, 2019.2.0b2
