[HDRP] Gizmos are rendered over Transparent Decal atlas
Versions tested: 2020.2.0b11 + 10.2/Master
Steps to reproduce:
1) Open attached scene
2) Make sure there's a decal with "Affect Transparent" enabled
3) Open window -> Render Pipeline -> Debug -> Debug -> Decal
4) Enable "Show Atlas"
5) Move the camera so debug atlas would overlap with Gizmo icons
6) Observe that gizmos are rendered on top of the atlas
BONUS
7) Open lookdev window and observe that atlas is still being rendered
Note: Shadowmap atlas overlays are rendered correctly .
