[HDRP] Disabling motion vectors in the HDRP asset breaks rendering
Reproduction steps in HDRP template:
1) Make sure TAA is enabled on the camera
2) Disable the motion vectors in HDRP asset
3) The game view will be black with errors in the console
Notes:
- For regressions checked hdrp 7.1.8 and it was working fine on the template
- This bug is likely not Motion Vector + TAA specific, because in the Amalienborg project, screen goes black even if TAA is off.
